In order to establish uninterrupted telegraph communication with Teheran, I instruct... Mr. A. Ostroumov, director of the Moscow Central Telegraph, to introduce, until further notice, special round-the-clock shifts of technical personnel on Teheran lines 1 and 2 in order to assure continuous communication with Teheran.
