"Support all measures taken by the British to rapidly increase the capacity of the Trans-Iranian Railway to the maximum single-track norm (at least 12 pairs of trains a day). Insist that the British deliver 1,000–1,500 cars and 100–150 locomotives to the Trans-Iranian Railway by the end of 1941."
