Roosevelt declares that war criminals are a complicated issue. Wouldn't it be better to have this issue discussed by the three foreign ministers? Let them give their conclusions in 3-4 weeks.

Roosevelt says that the process should not be overly juridical. In any case, journalists and photographers should not be allowed into the courtroom.

Churchill says that, in his opinion, trials of the leading criminals must be political rather than legal processes.
