"The Germans have concentrated at Narvik a powerful battle fleet consisting of the 'Tirpitz', 'Scharnhorst', 'Lutzow', one 6-inch cruiser and eight destroyers. Thus the danger to the Russian convoys which I described in my message to you of July 17th of last year has been revived in an even more menacing form. <...> It is a great disappointment to President Roosevelt and myself that it should be necessary to postpone the March convoy."
