I must bring it to your attention that the Germans have refused to surrender a single war or trade ship to the Soviet Armed Forces, surrendering their entire fleet to the Anglo-American Armed Forces instead.

In such a situation, the question naturally arises of the Soviet Union receiving its share of German war and trade ships, similarly to what had previously been done in Italy.
