"In order to assure the uninterrupted delivery to Pahlavi, Astara and Tabriz of transit cargoes brought to Qazvin from Persian Gulf ports by American and British military machines for the USSR, the Red Army Logistics Administration (Mr. A. Khrulyov) shall set up a motor regiment with 1,000 imported motorized vehicles for bringing cargoes from Qazvin to Pahlavi and Astara, thereby increasing the total number of Soviet motorized vehicles engaged in cargo transit in Iran. to 2,500."
